Stadium Bill Passes Both House and Senate, Awaiting Signature Of Gov. Dayton

After years upon years of battling and waiting, the dream that so many within the Vikings organization, its fan base and the State of Minnesota shared has come true. The Vikings stadium bill has officially passed both the House and the Senate, and now is awaiting the signature of Governor Mark Dayton.

The Senate passed the legislation early Thursday afternoon by a 36-30 margin, setting the stage for Governor Mark Dayton to sign it into law and for the Minneapolis City Council to approve.

Thursday’s outcome in the Senate marks one of the most historic days in the history of the Vikings franchise, as it paves the way for the Vikings to remain a part of the culture of fabric of Minnesota for many generations to come. Many thanks go to Vikings fans, who’ve been persistent and passionate about making their voice heard. Huge credit also goes to Governor Dayton, bill authors Representative Morrie Lanning and Senator Julie Rosen and their staffs, and everyone else at the State Capitol who supported this legislation.

    Yaaaaaaaay – thanks to all the Viking Fans that were able to support this cause in MN – I now live in TX and a proud member of the Austin TX Vikiings Fan Club. We’ve been paying this would take place and it finally has. I have watched the house and senate sessions this week and chewed my fingernails on all the votes.     Agreed Roger, but I have a feeling that they won’t be so creative. The Vikings went from the Met Stadium to the Metrodome, so I see the next stop being the Metrodome Stadium. The same boring old naming policy isn’t likely to change now.

    The best bet is that they get a good sponsor and are “forced” to name it after the sponsor.

    Minne, that is just a ridiculous claim. Toby is a great player, but he is one dimesional; he is strong, that’s it. AP is strong, fast, and shifty. He is one of the few backs in the league who can do it all, and, I believe that he is the only one who is exceptional at it all. AP has the skill set to be one of the top ten RBs of all time. Toby does not.

    Gov. Dayton has said he will sign the bill….does anyone know when the glorious event will take place ?
    Knowing that politicians move at the speed of a glacier, and that the final bill has to be gone over yet again by the Mpls. city council, any thought’s as to why with all the excitement of the day, and the rabid desire to get moving, why will the city council NOT VOTE UNTIL FRIDAY MAY 25th.
    They should have “broken ground” by then !!!!!!!

    Titus I would also like to take this time to point out that you too have poor gramar. There is only one question mark used at the end of a proper sentance, not multiple. Also I would like to point out that there should not be a space between the end of the sentance and the question mark. Along the line of gramatics, “Should of ?????????????????????” is not a complete sentance. Finally Titus, the first word in a sentance always begins with a capital letter. Thus, I will have you know that, “pathetic writing skills my friend.”, is an impropper sentance because it does not begin with a capital.

    Thank you for your patience and willingness to do whatever it takes to get this done. It is a shame that you cannot claim outright ownership to this building. Regardless of our collective public contributions to help close the financial gap, if it were up to me, I would hand the keys over to you and your family and still pay more than my fare share to the new home of the Vikings. I am a 15 year Viking season ticket holder, lifelong Viking fan and Chicago transplant to the Twin Cities. I can honestly say that I am embarrassed that you had to endure all that you did to get our community a functioning facility. I have just one comment…PLEASE make this an OPEN AIR facility!!     Just read the news in the Wall Street Journal. Congrats, Minneapolis!

    Just one thing: if the taxpayers are going to pay over half of the costs for the stadium, shouldn’t they have some representation in making team decisions (I.e., moving the team)? It seems unfair for taxpayers to bear so much of the burden for the sake of the ownership and players and then have little or no representation in decision-making. It can’t be a public-private partnership only when it’s advantageous to the ownership or the city. Hope someday the government steps up and calls for a real partnership between the team and the people.

    Brian H – They get that right to say that the team can’t move by way of signing a 30+ year deal with the team. That’s as much as you can expect. Anything else goes to ownership of the team, which the state has no hand in. They only have partial ownership of the stadium. If you want the state to get more say in what the team does, they need to purchase a share of the team, and that has aboput zero chance of happening.

    Rodgers getting injured is a real posibility. GB did almost nothing to improve their OL. They signed jeff saturday who,let’s face it, is at the end of his career.     SPencer – Because I am a big fan of Parodies. The name started back in the final weeks of the Childress Era. I was getting so fed up with him that I was coming up with ideas for Parodies about his ineptitude left and right. I ended up writing 4 and posted them the same day that I switched to “PurpleParody”. When people kept on calling me “Purple”, I switched it down to the essence of the name, which you see today.

    Spencer- Being deaf is not a disability. Its the people that has lost their legs, lost their arms or any sort of parts on their body is called disablity. Deaf, Hard of Hearing, and or has skills with sign language is another kind of cultures that are not familiar with in today world. If I have problem with some sort of grammar, it is either because I dont read as much as you do on daily basis or I dont depend on writing as much as you do on daily basis. I depend on speaking and sign lanugage more than writing or reading.

    Larson – I don’t think anybody was attacking you for being deaf, but I don’t understand why you take offense to it being labeled as a disability. My interpretation of a disability is any disorder that limits your ability to act the same as someone without that disorder. It’s something that occured to you without any effort on your part, so it’s nothing against you. I consider myself as having a disability. Mine is called epilepsy. It is something that I don’t let change the way I live my life, but all the same, it is something that limits me when compared to people who do not have it.

    Nova, You just can’t let it go can you, I rest my case re: what I referred to you as……I neither LIE, NOR EMBELLISH. I couldn’t “move back” if my life depended on it, you see these and other events have left me 100% disabled, with multiple “problems” with my spine….so I don’t “roller-blade” either.
    I did however play baseball and football into my early twenties when I had my left knee bent completelty backward’s while turning a double play and being taken out via a cheap shot from some clownn who chose to run about 8 ft. out of the basepath rather than slide.
    That by the way is what led to the fall off the pole,my “gaff” hit a knot in the pole as I started to desend and my knee gave way……
    And no the mexican’s weren’t women although there were several present, they were gang banger’s in their twenties, I was 17 and happen to walk by a wedding reception that had spilled out onto the street, the 4 friends I was with ran and hid, THAT IS WHEN I WAS STABBED as well as being left with two bald spots (they did grow back) as my long Cali locks were pulllled out by the roots…. I could go on as it’s actually a fascinating event witnessed by many as we were coming from a high school dance close by, but why bother as you obviously think others misfortune is nothing more than fodder for your jokes !!!!

    The Vikings and the University of Minnesota have announced a preliminary agreement on the NFL team’s use of TCF Bank Stadium during construction of a new Vikings stadium.

    On Thursday, May 10, the U released details of a letter of intent governing use of the stadium. The Board of Regents is expected to act on it Friday.

    The Vikings could lease the stadium for up to four consecutive NFL seasons anticipated to start in 2013; or, they could play at the facility for all or part of one season, anticipated to be 2015.

    Under the deal, the Vikings would pay rent of $250,000 per game, plus an estimated $50,000 from shared concession, advertising and other revenue. That works out to about $3 million per NFL season.

    The Vikings would reimburse the U for all changes they require for the stadium and all non-game day expenses and game-day operational expenses related to the franchise’s use of the facility.

    Heating coils would be installed under the turf, and temporary bleacher seating would be added in the western end zone plaza. Games would be played Sundays and one weeknight per season.

    Vikings owner Zygi Wilf has expressed strong interest in playing outdoor games when possible, and a retractable roof would probably help lure an MLS team to the facility as well. The $975 million bill, however, calls for a fixed roof. Legislators said the Vikings would have to cover the additional costs and maintenance of a retractable roof. At one point last year, team officials projected a $25 million difference between a retractable roof and a fixed one. That might be a low estimate, however; the Indianapolis Colts’ retractable roof at Lucas Oil Field was estimated to add $75 million to the project. I don’t have an updated figure for the Vikings’ stadium, but I wouldn’t be surprised if Wilf at least considers the upgrade.

    I can’t see the Wilfs pouring the additional cash into a retractable roof when the stadium is already near the 1B mark. By the time it is completed it will probably be just over 1B. If they want to add a retractable roof we should know within the year as it will part of buildings construction. I am doubting it happening, but then again we will see. I don’t care to freeze my butt off watching a football game, but hey that’s my opinion. I am sure with the new facility it will be great.

    @tdurf I agree with you I didn’t think the Vikings would move from MN, but it was very close there for awhile. This stadium is going to get done and that is a good thing. I will have to agree with some of the no politicians that eventually they will have to find an additional source of financinig to pay off the bonds for the stadium. I don’t think the gambling source they voted on is going to meet the needs to pay off the state’s part of the bill. That will be for another day to work on that though.

Then it will be on to TCF Bank Stadium, a venue the team and fans are already familiar with after that whole roof collapse debacle in 2010.

    What we don’t yet know is how long the Vikings will actually have to play in the non-climate-controlled confines of TCF. Most expect their stay to last only a few games while the Metrodome is razed and the new stadium, much of which will be built side-by-side with the still-occupied Metrodome, completed. But there’s always the possibility that complications will arise, or that construction will take longer than anticipated, or that the Metrodome will cave in again forcing the Vikings to vacate sooner than expected.

    To cover themselves, the Vikings have reached an agreement with the University of Minnesota allowing them to use TCF for up to four years. That’s a worst-case scenario. As part of the agreement, the Vikes will have to fork over $250,000 per game, so obviously they will be motivated to make their tenancy as brief as possible. The Vikings will also have to reimburse the university for any improvements made to the stadium. TCF accommodates about 14,000 fewer patrons than the Metrodome and it’s expected the Vikings will want to close that gap by adding seats.

    TCF may not be an ideal home for an NFL team, even over the short term, but it does provide one thing many fans have been longing for: the chance to watch the Vikings play home games outside in the elements. Who knows. If the Vikings turn out to be good in 2015? Those TCF games could be meaningful late-season contests like the Bud Grant-led battles of yore. Talk about waking up the echoes.

    You’re jam-packed in the middle of 40,000+ raging fans. All that body heat around you helps a lot in keeping you from “freezing your ass off”. Of course, a lot of us crazy Minnesotans like to go skiing, snowmobiling, ice fishing, and a bunch of other things that can only be done when it’s plenty cold outside, so we get accustomed to the elements, and buy fancy clothing that helps out with that.     I think they should ask the people what they want the stadium to have, or what the people think it should have, at least this way we will feel like we had something to do with it, suggestions etc. I remember when the dome was built, the next year after it was built the had to paint it because it was so ugly, it was all cement color. How it is decorated, designed should be our decision, as well as the tailgate area everything. I don’t want it to seem like they hang a picture of a viking and think thats suppose to pump us up for a game.

    Titus, I think and firmly believe, from eveything I’ve read, and know about the Wilf’s, from the past few year’s experience, is that they are GOING to give the good people of Minnesota not only the best most beautiful stadium in the N.F.L., but the surrounding area willbe the same.

    I saw Mark Wilf during an interview discussing his (their) desire for ALL fan’s to have the ability to see replay’s via monitor’s of varying sizes and placement.
    In addition he mentioned the very likely possibility of “personal electronic devices for fan’s to follow their fantasy team’s”.
    Those would prbably be built into the back’s of seat’s.
    I truly believe this will be a stadium like no other ANYWHERE !!!!!!!

    Spencer – I think it’s because over the past two years, we have gotten rid of some of the most seasoned vets on the team (Favre, McKinnie, Hutchinson, Herrera, Henderson, Longwell) and are planning on replacing them all with young, unproven talent. It wouldn’t surprise me much if Winfield becomes another cut before the beginning of the season, but I hope he sticks around.

    We are in a heavy rebuilding mode, and most of the time people don’t expect much from a team that just started to rebuild. I highly doubt we’ll be as bad as 31st, but we’d be lucky to get into the top-16.

    The Vikings addressed six different positions in the NFL draft before taking a linebacker, North Carolina State’s Audie Cole, in the seventh round. This was a minor surprise from this view, given the need for depth behind Chad Greenway, Erin Henderson and a middle linebacker coming off hip surgery (Jasper Brinkley).

    Perhaps general manager Rick Spielman felt confident in finding free agent help rather than taking a linebacker in the fifth or sixth rounds (opting for a kicker in the sixth instead). Enter former Redskins linebacker Rocky McIntosh, a six-year veteran who produced 110 tackles in 2010 and started eight of 15 games last year. I’m told no deal appears immiment but both sides expect to keep in touch.

    My take: McIntosh could be a nice pickup under a low-risk deal. He has 4-3 experience, he can play inside and out, and he’s experienced enough to step in should Brinkley have trouble on that hip. It’s insurance, at the least. The former second-round pick out of Miami has 471 career tackles, eight sacks, 18 pass deflections, three interceptions and eight forced fumbles.

    I think the only reason Zygi doesn’t flat out say he is putting on the retractable roof is for one reason only…

    You don’t commit to putting on a retractable roof on the stadium…Before you buy the rights for a major league soccer team…

    Or the price for that soccer team goes up considerably…

    Zygi has not excelled in business where he is today…By doing things backwards like putting “the cart before the horse”…

    I would not doubt in the near or not so distant future the Wilf’s family will announce the buying of a major league soccer team…(maybe even a deal that has had some preliminary talks set in place for awhile already..Depending on the out come of the stadium situation ?)…

    I believe there WILL be a retractable roof on the new Vikings stadium.. ; )

    Just give it some time for all the pieces to fit together yet…Before there is any kind of commitment from the Vikings to add the additional expense to the stadium costs…

    They need a soccer team first…

    Of course this is just my own conspiracy theory of what might be happening…I have no facts to back this theory up but….

    1..Zygi has mentioned many times a desire to bring in a soccer team if the new stadium was to be built…

    Titus, I would agree that maybe it is just due to our perspective if that was the only thing, but it isn’t. For example I watched a video on the NFL website that gave the Vikings the worst draft grade in the NFC North. Looking over all of their draft c l a s s e s as objectively as I could, the Vikings easily got the most potential starters and they also had, at most the best and at least the second best value for all of their picks. There is not reason that their draft was worse than the Bears or the Lions and it would be hard to argue (though not impossible) that the Packer’s draft was better.

    In response to media coverage … the media is predictable. Whatever teams have one of the top QBs will be the teams to get covered.

    The further you are from the top 3 QBs the less coverage your team gets ….

    There isnt much Cleveland, Minnesota, Miami coverage because the cheerleaders always go for the QB

    Charlie, I don’t know if you’ve ever played football or any other sport on turf before, but sliding across it rips you up. This year my schools football team made it to the state semi-finals which take place in the metrodome, so, to prepare, we practiced on a turf field. The fumble drills ripped my leg to shreds. Knowing how much sliding they do in soccer plus the fact that their only protection is a pair of short shorts and a thin jersey means the reason for requiring natural grass is probably because they want the players to avoid turf burn.

    I think having the artificial turf is one statistical reason the Vikings have not won a super bowl over the last 30 seasons…

    How many big tough and physical games have the Vikings lost on grass compared to the faster artificial turf over the past 30 years ??…

    Vikings just have not played nearly as well on grass…As they have done on artificial turf…Even for a team trying to keep building with speed in mind…

    Still believe here…When it comes to the big games…Its the “big uglies” on the defense of offense that dominate games late in the season…

    Lower core body strength on O-line and D-line seem to be more of an advantage from those players that condition themselves from playing on grass fields…Teams from stadiums with grass fields know how to play in ALL weather conditions…Not just a fast track and completely dry turf field ???..

    That can be a major factor going into the late fall games with almost winter like conditions in play off stadiums…(Like the Pats and Steelers)..

    I think the Vikings might have lost their first 3 games last seaon after having huge half time leads…Because of the lack of strength and conditioning of our “big uglies”…Would like it a lot if the Vikings get that grass field in the future…(But remember there was no off season to work with also)…

    It will be a good start with the young O-line we have now…Starting out in the gophers grass stadium…Because right now the Vikings have a good looking group of “big uglies” coming in…Learn on grass…STAY on grass when the new stadium is built !!…

    It’s hard to complain about management that ponied up another 50M to get the Stadium deal done, but I don’t agree with the Longwell decision. This team needs some positive vet influence on the team. Even to the extent to let the two kickers to compete for the starting job. I am sure Longwell will catch on with another team and would have later down the road. The team needs his experience and he could have worked with the rookie and helped with the accuracy issues. This is a Booooo moment.

    The retractable roof is a good idea for those games during preseason and early fall. But should be closed Nov to Jan. It’s too cold and there is no point paying big money for a quality stadium to freeze your butt off. You want that experience bring a block of ice with you and sit on it.

    I live in Las Vegas, so it’s tough for me to support the Vikings as much as I’d like. I sent the letter supporting the stadium bill to the HOR, but couldn’t do so for the Senate. I buy my gear from authorized venders who pay proceeds to the franchise, but going to games is pricey with all things included. I bleed purple and gold, so I’ll continue to do everything I can to support this process. I know the fans’ $$$ is needed to help, especially if we want a retractable roof. The Vikings should always be in MIN. SKOL!

    Enough with this opening the stadium when its snowing.

    At the end of the day its still considered an indoor facility,because yall state wants it for other events. Also It would cost more money to “winter proof” it, allowing it to be open. You gotta remember, Zygi speaks like a fan a lot, and other people actually handle the football stuff. As much as it would be kinda cool to be able to do this, the logistics would be a mess. We are talking about water running into an indoor facility, which would require outdoor type drainage.

    Just keep the roof closed during bad weather!

    I don’t know Spencer– could be partly the logistics– we are building over developed land- part of the old dome is where the new stadium will be. Was the Dallas stadium built on open land? Maybe, and more likely, it could be climate differences– in case you had not noticed a typical winter in Minnesota is much more severe than in Dallas. I don’t know.

    Lanning touched on the final issue with the stadium bill, the vote of the Minneapolis City Council. The council provisionally agreed to a bill with a 7-6 vote, a vote it has to recommit to now that the bill has been signed into law.

    “Should the Minneapolis City Council change their view — any one of them that voted for it before now vote no — this deal is dead,” he said. “We would then have to revisit this whole thing again next year, which would be a very sad state of affairs for Minnesota and for all the people who are now thinking and believing that we have a deal.

    “In the legislation, it requires that the Minneapolis City Council has 30 days to confirm this deal. If they weren’t to do that, we would be back at square one.”

    @DRS I am sure the Minneapolis Council will follow suit with the State on the Stadium plan. They were the ones with the most to lose if the stadium deal wasn’t done. They would have the metrodome with no primary tenant. I am also sure they had things in place if the state voted for the bill.

I am looking forward to seeing outdoor NFL football in the university stadium wile construction is underway, I hope I will not be disappointed by some unexpected no vote. Minnesota has disappointed me so often. To me the state of Minnesota has become the state of no, no fireworks, no to opening of a business without the overreaching regulations and anti business climate of the government, I am surprised you do not need a permit to exists, no. no, no and so on.     Shawn, I agree– 49ers have a very good shot to go all the way, but it won’t be easy– many teams will be more ready for them. I think in the AFC, the big surprise will be my beloved Buffalo Bills.

    The other ten players on the team make the quarterback. Yes, he still must make the throws, and the decisions, but there are many, many QBs that might have made it except for the team they played for, didn’t have enough talent on the field. Jamarcus Russell, Ryan Leaf, Tim Couch, etc.

    You may argue that the great ones of Montana, Tarkenton, Marino, would not have made it if their team was as bad as the Saints, and Patriots of the late 1960’s and early 1970’s.

    Joe Willie Gilliam was another one. Great skills, bad team.

    It is a myth that the QB makes the team great. The truth is it is the team that makes the QB great. You can’t have one without the other!

    For the Vikings, planning and construction timelines crucial to opening their
    new home in 2016.

    The first hurdle will be winning approval from the 13-member Minneapolis City Council, which has expressed support for the project, but by the slimmest margin — seven in favor, six against.

    Assuming the council approves, Dayton and Mayor R.T. Rybak must then appoint five people to a newly created sports authority to replace the current Metropolitan Sports Facilities Commission and work with the Vikings on nearly every phase of the project.

    The parties will decide everything from the architect and construction manager to where the stadium will sit on the property and whether it will have a retractable roof.

    Of particular concern in Minnesota is the Minnesota Vikings unwillingness to share any information on PSLs or Personal Seating Licenses with regards to the new stadium. I urge all season ticket holders to call the Vikings ticket office at 612.338.4537. I am willing to pay for a PSL without complaint but I am afraid I will be out-priced. During the legislative debate it was mentioned that $100,000,000.00 was the Vikings goal in PSL fundraising. How will that impact the current, loyal season ticket owners? The Vikings will not say! We helped get them the new stadium. The least that they can do is provide an indication of the potential costs for PSLs.

    While the bidding for work is months away, the promise of thousands of jobs has sparked excitement across the state.

    Wood calls the project one of the most significant developments in his 37 years in the Twin Cities construction industry. “I can’t think of another time that a project like this has been so desperately needed and provided such a shot in the arm.”

    Harry Melander, president of the Minnesota Building and Construction Trades Council, which represents more than 50,000 workers, estimates that the stadium will create “close to 4 million work hours.

    “It’s a huge source of employment for our folks,” he said. “Projects like this feed tons of families. And that’s really what it’s all about.”

    Here’s the scoop– last year the Bills came out 5-0, including a beating of New England and if I recall a close second game with them. They have a good QB and a decent offense– from what I have read, in FA, they have acquired a lot of talent and had a good draft.

    The Steelers were 4-8 that year. Is it possible or even probable that Unitas, if he had not been picked up by the Baltimore Colts, would have never played in the NFL?

    Would Bart Starr, an average Quarterback, have ever been a HOF QB if Vince Lombardi hadn’t taken over the Packers in 1959?

    Fred, I also hurt my right calf– woke up a few mornings ago, it was solid like concrete– I pushed against the wall while in bed– and it was soooo painful. I am still riding though — I think it is partly because I am more aggressive lately in acceleration and racing people– plus I have not been drinking enough fluids–

    I partially agree with you Fred. I think a team can be great without a great QB (look no further than the ’98 Vikings; there is a reason Culpepper is not playing anymore) and that QB is not as important as many make it out to be. However, I still believe that it is more important than any other single position on the offense. You need a great QB more than you need a great center, you need a great QB more than you need a great WR, you need a great QB more than you need a great RB.

    In all honesty, I don’t understand the fascination with him. He is not a good fit for a starting QB position because he can’t throw a football to people, which, if you are unaware, is a pretty big piece of the job description.     Culpepper was good with Moss and Carter. He had 1 great year and 2 good years but you never knew when those small hands would haunt us and bring Culpepper to the 5+ turnover game … Once Moss and Carter were gone he was awful … I think it was one year with Burelson b4 his knee injury
